RICHMOND, Va. – With the right-to-carry gun bills expected to be passed on Monday, the Virginia House of Delegates is preparing to take up the controversial “constitutional carry” bill.
The bill, HB 2685, sponsored by Delegate Kathy Byron, would allow citizens who are at least 21 years old to carry a firearm without a permit.
The bill was introduced a month ago, but Byron has pushed for it in the wake of the January 6 mass shooting at Umpqua Community College in Roseburg, Oregon. The bill has already passed the Senate and is headed to Governor McAuliffe.
The right-to-carry gun bills would also allow Virginians with active military or retired military status to carry a firearm without a permit.
The Virginia Citizens Defense League sent the following statement to WTVR.
“The main focus is on legislation to extend right-to-carry reciprocity to the citizens of other states. In the aftermath of the Roseburg, Oregon school shooting, the Virginia legislature must be smart enough to know that these law-abiding citizens from other states carry legally and responsibly in Virginia,” says James P. Woods.
Virginia’s current law requires any active law enforcement officer, retired law enforcement officer, or active member of the Virginia National Guard to obtain a permit. The bill would amend that.
“Common sense dictates that a person who is an officer of the law and part of that family of law enforcement will never need a permit to carry a concealed firearm.”
Woods, who is a former Virginia State Police officer, is a member of the Virginia Citizens Defense League.
The VCDL is the largest gun rights group in the Commonwealth and Woods was its Commander-in-Chief from 2008-2011.
He has been involved in legal battles against gun control measures, including the ban on assault weapons in Virginia.
